Depending on which study you cite, between 70 and 84 percent of enterprise transformation programs fail to deliver the returns they promised. McKinsey has published a version of this figure. BCG has published a version of it. Standish Group has tracked it for thirty years. The number is stubbornly consistent, and yet enterprise transformation spending keeps climbing past $3 trillion globally.
This post is about why that gap exists, why it persists, and what is finally beginning to change.
What "failure" actually means
When analysts say 70 percent of transformations fail, they are not saying the software did not get installed or the reorganization did not happen. Most programs deliver some output. The failure is narrower and more specific. The program did not produce the financial or strategic return that was used to justify it.
Failure in this context takes five common forms:
- The program ran significantly over budget.
- The program ran significantly behind schedule.
- The program delivered less scope than approved.
- The expected benefits never materialized.
- The benefits materialized but could not be measured or attributed.
Any one of these is enough to mark a program as failed in the eyes of a CFO, a board, or a PE sponsor. Most failed programs hit more than one.
The five failure modes behind the number
Across thousands of documented transformation case studies, the failure patterns cluster into a small number of recurring modes.
Failure mode 1: The business case is written once and never revisited
Most transformation business cases are built as a one-time artifact to justify funding. Once the program is approved, the business case moves to a SharePoint folder and is not referenced again until the post-mortem. Meanwhile, the underlying assumptions (cost inputs, adoption rates, market conditions, capability availability) shift constantly.
By the time the program ends, the business case that justified it no longer reflects reality. The comparison between promised return and actual return becomes a forensic exercise rather than a management tool.
Failure mode 2: Actuals are not tracked against the original case
Even when business cases are preserved, organizations rarely track realized actuals against them on a continuous basis. Finance tracks the budget. PMOs track milestones. Nobody tracks the trajectory of value delivery against what was promised.
This is the single most preventable failure. If an enterprise knew, in month four of a twenty-four month program, that realized benefits were tracking forty percent below plan, capital could be redirected, scope could be recut, or the program could be stopped. Instead, most organizations learn in month twenty-two, when the choices have all been made. Continuous tracking of actuals against the original case is what turns a transformation program from a faith-based exercise into a managed one.
Failure mode 3: Initiatives are evaluated individually, not as a portfolio
Transformation programs are approved one at a time, each on its own merits, against its own business case. This is the equivalent of building an equity portfolio by picking stocks one at a time with no view of the aggregate risk.
The portfolio that emerges from one-at-a-time approval is almost always overweighted toward whatever leadership was enthusiastic about in a given planning cycle. It carries concentration risk, interdependency risk, and capability risk that nobody modeled because nobody was looking at the portfolio as a whole.
Failure mode 4: There is no risk adjustment
